आज वित्त मंत्री जी द्वारा 20 लाख करोड़ के राहत पैकेज की घोषणाओं का तीसरा दिन है। पहला कार्य जो वित्त मंत्री जी को करना चाहिए था वो यह होता कि पैकेज से संबंधित राशि, संख्या का ब्रेकअप दिया जाता। यह पारदर्शिता, स्पष्टता एवं इसके impact को समझने के लिए ज़रूरी है।

राज्यों को कोई वित्तीय सहायता नहीं दी गई है जबकि कोविड-19 से लड़ाई, लॉकडाउन को लागू करना, प्रवासियों, मज़दूरों एवं गरीबों को राहत का सारा खर्चा राज्यों द्वारा वहन किया गया है।

जब जीडीपी गहरी मंदी की चपेट में है एवं पूर्वानुमान है कि इस साल यह -3 % हो सकती है, 14 करोड़ से ज़्यादा लोगों की नौकरियां चली गई हैं, काफी बड़ी संख्या में लोग भुखमरी के कगार पर हैं, भारत सरकार ने ऐसा पैकेज दिया है जिसका 90% बैंक लोन के रूप में है।

यह स्पष्ट है कि इस पैकेज में भूमिहीन किसान एवं शहरी गरीब के लिए कुछ नहीं है।

It is the third day of FM’s announcements about Rs 20 lakh crore rescue package. The first thing the FM should have done was to give a complete break-up of the numbers, figures, details regarding the package. It is important for transparency, clarity & for understanding the impact.

States have not been given any financial assistance even though the entire expenditure on fighting #COVID19, enforcing #lockdown, providing support to migrants, labours and relief to the poorest has had to be borne by states.

When the GDP is dipping into deep recession and is predicted to grow at -3 % this year, more than 14 crore people have lost jobs , large number of people are living at near starvation level, Govt of India has given a package 90% of which is in the form of Bank loans.

It is clear that there is nothing for the landless labours and the Urban poor in these package
